Elsie parents seen through 'positive lens'

An independent review has found that opportunities were missed to protect an 18-month-old baby, Elsie Scully-Hicks who was murdered by her adoptive father Matthew Skully-Hicks in Cardiff.

He was jailed for a minimum of 18 years for murder last November.

The report showed that there was not a robust enough process of recording and sharing of information.

Viv Lang, the policy manager for the NSPCC in Wales, told Radio 4's World at One that "the positive lens through which the parents were viewed, and the lack of professional curiosity" were other factors that the agencies had failed to consider.
